- Preheat oven to 180°C (350°F) and line a muffin tin with paper liners.
- In a bowl, mix flour, cocoa powder, sugar, brown sugar, baking powder, baking soda, and salt.
- In another bowl, whisk milk, oil (or butter), eggs, and vanilla extract.
- Add wet ingredients to dry ingredients and mix gently until just combined.
- Fold in chocolate chips.
- Divide batter evenly into muffin cups (about 3/4 full).
- Bake for 18–22 minutes until a toothpick comes out clean.
- Let cool before serving.
