Slice beef thinly against the grain for tenderness.
Coat beef with cornstarch until lightly covered.
Heat oil in a skillet or wok over medium-high heat.
Cook beef in batches for 2–3 minutes until browned. Remove and set aside.
In the same pan, add garlic and ginger and sauté for 30 seconds.
Add soy sauce, water, brown sugar, hoisin sauce, and sesame oil. Stir well.
Simmer sauce for 3–5 minutes until slightly thickened.
Return beef to the pan and toss to coat in sauce.
Cook for 2–3 more minutes until well combined.
Garnish with green onions and sesame seeds, then serve hot.
