Grate zucchini and place in a bowl. Sprinkle with salt and let sit for 10 minutes.
Squeeze out excess moisture using a clean towel or cheesecloth.
In a bowl, mix zucchini, eggs, flour, Parmesan, garlic, herbs, pepper, and baking powder until combined.
Heat olive oil in a skillet over medium heat OR preheat air fryer to 375°F (190°C).
Scoop batter into small patties and flatten slightly.
Pan-fry 3–4 minutes per side until golden and crispy OR air fry 10–12 minutes, flipping halfway.
Remove and drain on paper towels if pan-fried.
Serve warm with yogurt dip, sour cream, or garlic sauce.
